Mr. Horn brings almost three decades of experience prosecuting, judging, and writing about federal criminal cases to the defense table. His book, the Fourth Circuit Criminal Handbook, published by LexisNexis, is in its 24th annual edition, and is widely used in the Fourth Circuit states (North Carolina, South Carolina, Virginia, West Virginia, and Maryland). Mr. Horn is also the author of the only federal criminal jury instructions published for specific use in the Fourth Circuit, aptly titled Horn's Federal Criminal Jury Instructions for the Fourth Circuit.
